EBA’s review of NPL data templates under the European Commission’s Action Plan

Dear Madam, dear Sir,

In response to calls from the European Commission and the European Council and with the view to reduce information asymmetries between potential buyers and sellers of non-performing loans (NPLs) and contribute to the development of a functioning NPL secondary market in the EU, the European Banking Authority (EBA) published in December 2017 NPL data templates (and updated them in September 2018).

In its action plan to tackle NPLs in the aftermath of the COVID-19 pandemic announced on 16 December 2020, the European Commission has asked the EBA to review these templates, including by reassessing the criticality of their data points on the basis of practical experience from past NPL transactions, in order to make the templates more in line with the current market standards to all market participants.

Against this background and with the cooperation of the European DataWarehouse (EDW), the EBA would like to receive input from your institution by providing your views on the criticality of the data fields included in the current templates and the availability of such data in your institutions, and kindly invites you to answer our online survey by Monday, 15 March 2021.

Please note that information obtained through this exercise is intended for EBA policy work, will be used by the EBA for the performance of its tasks and is not intended to be published.

However, if you wish your comments to be treated as confidential, please indicate it to us. A confidential response may be requested from us in accordance with the EBA’s rules on public access to documents. We may consult you if we receive such a request.

In order to explain the survey on the EBA NPL templates, the EDW NPL Technical Working Group has scheduled a webinar on Wednesday, 27 January 2021 with various experts.

For any enquiries regarding the review of the NPL data templates, please contact the EBA (NPL-Templates@EBA.europa.eu).

Yours sincerely,
